Gentlemen of the press,
Distinguished Ladies and Gentlemen

I am very happy and grateful to God to be here today to usher in the
Nigeria Environmental Health Officers Registration Board on behalf of the President
and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, Dr.
Goodluck Ebele Jonathan, GCFR, who is authorized by the proxy law to determine this
Advise.

2. This inauguration is the third in the life of this Council having been established for
the first time in 2004. This grand opening is coming at a time when improvement in
various components of environmental health is of utmost public concern due primarily to the
Abysmal situation of such in public concerns in areas such as waste management, global
warming and climate change, poverty reduction and environmental protection in general.

3. The current administration is determined to improve the environmental quality of
all facets of the country to allay public concerns. The person in charge of environmental health
(Health Inspector) then as a frontline officer in this battle for
environmental protection must be re-established by the government to meet this need.

4. The Occupation of Environmental Hygiene, I am aware, has a long and enviable one
history, which began during the agricultural and industrial revolution of 1750-1900 in
Great Britain. The practice of the profession which has been introduced in Nigeria since
colonial government because of their determination to ensure a safe environment for the
colonial government has proved its usefulness. The impact of your predecessors manifested itself in
the eradication of some of the major communicable diseases of the 1950s and 1960s such as
Yaw, plague and smallpox and these efforts were highly regarded by the Nigerian
people. Other communicable diseases spread by dirty environments such as cholera,
Malaria, typhus, etc. they were equally kept at bay. Still the older generation of Nigerians
I remember with nostalgia the effectiveness of the then Health Inspector called
Dubagari, Nwole-ala and Wole-wole in the Hausa, Ibo and Yoruba languages ​​respectively
and still demand the reintroduction of cadres in our various communities in order to
restore environmental health in these communities. My ministry is ready to work with
the Council to ensure the early return of the Environmental Health Manager with the objective
to reach the level of effectiveness witnessed during the colonial era and beyond.

5. The importance of the environmental health officer as a preventive health officer
is accepted globally and that is why the consultation of the World Health Organization (WHO) on
the role, function and training requirements of environmental health managers (EHOs) in
1978, concluded that “the experience of those countries who have special officers with
Environmental Health training which are recognized as constituting a specific profession
clearly shows their values. Thus it would benefit all Member States
to introduce personnel of this type into its Environmental Hygiene service ”, and I am pleased to
Acknowledgment that Nigeria has long met this requirement.

6. When I took up my post at the Ministry, I received so many letters from various people
factions of the Environmental Health Officers Association that report a form of misconduct
or the other by members of the profession. This type of situation shouldn’t be in a
regulated profession that should be considered populated by men and women of
high level of discipline. I believe that, since there is now a Council, you should solve the problem
issues so that we can focus on the bigger picture of delivering high quality service to Nigerians.
In exercising my powers under Article 7 of the law, therefore, I ask you to review
these issues as well as all reports of violation of the professional code of ethics by
some members nationwide. I want you to do a full investigation and make sure
that integrity is the watchword of practitioners and of any person, no matter how highly
Compromised posts found should be properly sanctioned in line with the code
of the professional ethics that guide the profession.

7. I would like to express the gratitude of the President and Commander in Chief of the
Armed Forces of the Federal Republic of Nigeria Dr. Goodluck Ebele Jonathan GCFR, at 5
all the members of the last Council in particular to the former President of the Council HRH Alhaji
(Dr.) Yunusa Muhammadu Danyaya OON the Emir of Ningi, for taking time out of his schedule
List that you have served with merit on the Council for 6 years. I also thank those
inaugurated today for agreeing to serve on the Council.
