(Bloomberg) – A European Union strategy to boost forest protection has turned a simmering scientific debate into a full-blown firestorm, pitting one of the bloc’s oldest industries against an alleged takeover by of technology-driven regulators.

More than two fifths of Europe is covered by forests, which play a critical role in capturing and storing greenhouse gases that would otherwise exacerbate climate change when they accumulate in the atmosphere. Trees are also the foundation of a 640 billion euro ($ 760 billion) industry employing millions of workers who harvest wood for construction material and energy.

In a 19-page draft leaked by environmental groups this month, the European Commission wrote that it is preparing a new set of high-tech surveillance measures and rules to protect Europe’s forests “under increasing pressure” while streamlining governance in the 27 member states. The EU executive arm wants to expand forests by planting an additional 3 billion trees, even as it encourages increased use of wood to replace high-carbon concrete in construction.

While the strategy drawn up in Brussels could be a boon for the environment, as well as for the emerging climate data industry that accounts for carbon emissions, timber traders who are wary of tougher restrictions have rallied to combat the proposal. .

“The Commission is playing a political game with a lot at stake,” said Anna Holmberg, a Brussels lobbyist for the Swedish forestry industry, the third-largest in the world, who has said the EU strategy is deaf to landowners and owners. forest investors. To further complicate matters, in April another group of scientists affiliated with the European Forest Institute, a government adviser who oversees an EU facility designed to reduce emissions from deforestation, said the Joint Research Center was wrong.

“The large crop changes reported by the JRC are the result of methodological errors,” the 30 scientists wrote in the journal Nature. “These errors are related to the marked improvement in the sensitivity of the satellites during the evaluation period, as well as to changes in forests due to natural disturbances, for example, drought and storms related to death and fall of trees, which are often wrongly attributed to logging. “

The disagreement on the facts underscores the confluence of factors that make it difficult for policy makers and business to manage the growing damage caused by climate change.

For foresters, decades of warmer winters and drier summers have weakened the resilience of forests, exposing trees to forest fires and invasive species. Spruce beetles have devastated millions of hectares, causing billions of euros in damage and forcing loggers to bulldoze affected groves and replant new tree species.

During the same period, the European Commission has funneled billions into building a constellation of Earth observation satellites managed by its Copernicus Climate Change Service. Ultimately, accounting for “forest inventories can only be achieved through the interaction of multiple layers,” which includes satellite data as well as information measured in the field, said Rolf Schmitz, founder and CEO of Collective Crunch. His Finnish company connects satellite data into artificial intelligence algorithms designed to schedule crops and maximize CO2 sequestration.

To build trust and open the forest industry to new digital markets, data scientists have to “check their facts and their error rates,” said Schmitz, who called the Joint Research Center study “sensational” and questioned its accuracy. .

In a letter sent to the Commission on July 2, the European Association of Remote Sensing Companies urged Vice President Frans Timmermans to stick with the EU’s plans to use more satellite surveillance technology to manage forests. The strategy “has the potential not only to meet climate policy goals, but also to create sustainable innovation and economic opportunity,” reads the three-page document seen by Bloomberg Green.
